BUSIA ASSEMBLY APPROVES 18 NAMES TO SERVE IN HOUSE BUSINESS & APPOINTMENT COMMITTEES




The County Assembly of Busia today approved a list of 18 names of elected and nominated members to serve in the two select committees being the House Business Committee (HBC) and the Committee on Appointments.

The chairperson, Committee on Selection, Josephat Wandera who moved this motion that was seconded by Hon Joseph Eseme (Angurai South Ward) said it was his pleasure and humble duty to present to the honorable Assembly the committee's report on the nomination of members to serve in the two committees.

Members of the HBC include Speaker, Eng Fredrick Odilo, Deputy Speaker, Hon Ronald Ochalu, Majority Leader, Josephat Wandera, Minority Leader, Paul Odhiambo Okello, Kubasu Adukeyi Zachaeus, MDG (Butula), Kennedy Ouma Rupia, DAP-K ( Nambale), Concepta Akoth Omondi (ODM, Matayos), Anjeline Wasike ( ODM, Bunyala) and Beatrice Phemmy Kanoti ( Independent, Funyula).

Pursuant to Standing Order 152, the House Business Committee consists of: - the Speaker as chairperson, Deputy Speaker as vice chairperson, majority leader, minority leader and not more than five members who shall be nominated by the county assembly parties.

The following members were nominated and approved to serve in the Committe on Appointments. Hon

Hon.Ochalu Ronald ( Deputy Speaker),

Hon.Okello Paul(Minority Leader, NRA, Teso South)

Hon.Denzil Musumba (ODM, Teso South )

Hon. Irene Eduwa (ODM, Funyula), Hon Joy Wanga ( DAP-K, Matayos)

Hon.Julianne Wanyama (UDA, Bunyala)and

Hon. Gardy Jakaa (MDG, Nambale).

Hon Wandera said the members were selected according to party strength, regional balance, gender balance,interests of independent members of the county assembly, envisaged committee workload and members interests and political parties, adding that all factors were considered while selecting both committes. He was supported by Hon David Parapara Karani ( Angurai East, Maendeleo Chap Chap).

The House Speaker, urged the Selection Committee to consider members from other parties not considered in the three select committees already constituted.

The motion to approve the nominees was supported by all members of the House who made their contributions.

House Business Committee is tasked with Preparing and, if necessary, adjust the County Assembly Calendar with the approval of the County Assembly; monitor

and oversee the implementation of the County Assembly Business and programs.

It Implements the Standing Orders respecting the scheduling or programming of the business of the County Assembly and the functioning of the Committees of the County Assembly;

determine the order in which the reports of Committees shall be debated in the County Assembly.

May take decisions and issue directives and guidelines to prioritize or postpone any business of the County Assembly acting with the concurrence of the Leader of the Majority Party or the Leader of the Minority Party, as the case may be.

Committee on Appointments is established under the provisions of Standing Order No. 204. It consists of the Speaker as a Chairperson, the Deputy Speaker as vice chairperson, Majority Leader, Minority Leader and not more than five members who shall be nominated by the Committee on Selection based on proportional party membership of the parties and interest of independent members.

Members of the Committee on Appointments serve for a period of three years and those appointed thereafter shall serve for the remainder of the term of the Assembly.
